Problem with USPS shipping

    I bought a dress through eBay on the 3rd of May. It was shipped from Chicago on the 4th of May. The seller used USPS, first class mail, to send the package. The tracking has not updated since it left Chicago and USPS apparently do not track parcels once they leave the states, only list confirmation on arrival.

    It's been 23 days and no sign of the dress. It would be delivered to my work place which has it's own employee in charge of sorting the post and there is always someone there to collect parcels. The value of the dress, plus shipping, is 55 euro, so it may incur charges at customs. Before when I've had things stuck at customs, I've seen this on UPS/dhl tracking and I've rang them to get it sorted.
    USPS have told the seller they'd update the tracking, which they haven't/can't. I can't email unless it's via their site which I need a US address for.

    Has anyone else had this experience with USPU? How can I contact customs incase my parcel is stuck there?
