    See that bit that juts out and "divides" the 'turn right' lane from the lane in the foreground (which I think is the taxi rank).... Is there a name for that?

    And yes, I have a good reason for asking... I'm not going crazy. :)

    Just digging a bit and only come up with Median, don't know if an extended bit like that has a specific name other than extended median :(

    Not really, there isn't enough of them to merit a real name. Is there a problem with it?

    The bit in the distance is the right-turn lane, the bit in the foreground is the taxi rank lay-by. The bit in the middle and on the right is the median footpath.

    If you really need to apply a name, I suppose it is the projecting section of median between the right-turn lane and the taxi rank lay-by.

    I imagine it will get obliterated when Luas Cross City is built. http://www.luascrosscity.ie/re-visit/route-and-stops/oconnell-upper/

    I would describe it as "a lateral extension from(of) the central median" if your just looking to reference it. Doubt it has a name like a spur or anything similar.

    If it were on the approach to a junction to give direction to traffic flow it would be termed a "build out" so maybe that

    A friend is up in court for allegedly cutting the corner of it when going right. I can confidently say that that is bollox and its being made up by the garda in question. Additionally, now that my mate has challenged it in court, a "cyclist" has been added to the story and narrowly escaped being hit. Apparently.

    No just asking if he's being done for driving on the footpath where does the cyclist fit in? He already reckons there was no cyclist!

    That's the problem with a lot of cyclists they're paranoid

    There was no cyclist. He didnt drive on the path. Its all fabrication. :)

    Think my defence would be

    .... and so Garda, do you have photographic evidence of this alledged crime.... No? this happened on xyz street and there is wall to wall cctv all over that street and you didnt bother your hole trying to get it even though my client denies the accusation ??

    Or your friend could go to the buildings and get cctv footage himself, I would reckon it is 99% chance there is cctv there

    Under the Road Traffic Act, it's called a "footway" and it sounds as if the Gardai are alleging that the OP's friend mounted it with his car. So he's going to be done for riding a bit of concrete.
