'Conditional call forwarding active'

    I have a Samsung Galaxy GT-S5570. The problem is - I can't make any phone calls.
    The phone itself was bought in Ireland(Vodafone) and then brought to another EU country. It was unlocked to use with Vodafone there. I had it for over a year and not a single problem.
    Now I'm back to Ireland, I got Vodafone sim card, bought some credit but every time I try to call someone I get a message: 'Conditional call forwarding active' and the call drops immediately after.
    So I checked my settings, turned off call forwarding(it now says 'disabled' for all 4 types of call forwarding). I also found some advice on vodafone.ie forum to call #004# and it should disable call forwarding. Did this and got a message that it's now off but I still can't make calls. However I don't get messages about call forwarding being active anymore.
    I really need this to work - I don't use the phone much but when I do I need it to work cause it's usually sth urgent or important. I was thinking it might need unlocking - but actually don't understand why as originally it was bought here.
