Ok Im a total beginner and am getting ready for a 3.5k race this weekend.
I ran it in my local area which is basically 50% hill 30% of which is steep hill.
My time was 18 mins 30 seconds, not sure if this is a bad time or not I plan on knocking it down to 17 for the race

You should start running the 10k's.

I always use them for my speed tests
