When does a farm/mobile mast access road become a public roadway?

Hi, I am wondering about small farm roads, mobile mast access roads that border private properties. The one I am particularly looking at has a gate on it 150 metres back from the public roadway. The gate is usually open, I have never seen it closed. I was just wondering if this road of the 150 metres between the public road and the gate will become public access at some point? What is the legal position on it?

Hope this is in the right spot?

In my opinion this will not happen.

Sections of road are only taken in charge by Local Authorities if requested by the landowner and usually only if they are servicing more than one property (like a housing estate roadway) where it makes sense that the LA would take over the commitment on the maintenance and upgrade of that section of roadway.

Taking over a section of private roadway just for the sake of it would not make any sense as that would only be burdening the LA with the repair an maintenance costs with no returns.
