The rear mech hanger is the intermediate part via which the rear derailleur (aka "rear mech") attaches to the frame.

i thought that was called the dropout...so the dropout is the same as the hanger then?

Yes, they are pretty synonymous.

For example, pictured is a replacement hanger incorporating the dropout
