Looking for information on 2 sets of stamps

    Don't know how many stamp collectors are active here, but hoping someone can at least point me in the right direction of anyone who might be able to provide information on the following:

    I'm looking for a few details on two sets of rugby related stamps, one issued in Tajikistan in 1991 commemorating the World Cup of that year and the other issued in Turkmenistan in 2000 celebrating, I think, rugby in general.

    Both sets supposedly featured stamps of former Irish rugby captain, Phillip Matthews and what I'm trying to find out is the exact date of release of the sets and, if possible, get my hands on images of the ones featuring Matthews or the full sets. It would also be nice to know if the sets were released in general circulation or as collectors items only.
