"Service Charge" allowance

I'm just filling in a form 11E for 2012 and I don't see a space for entering service charges paid. (bin collection etc.) Has that allowance been abolished?

Thanks Relax, the killing bit is that this was the first year I had held onto the receipts. I wonder will they give an allowance for Local Property Tax.
