    Yep, the fabric of that dress looks like it's permanently pleated; this can be done with synthetic fabrics such as polyester in a way it couldn't be done with natural fibres like cotton or linen (cotton or linen is often blended with synthetic fibres to make fabric for clothing; these mixes would hold pleats fairly well but not as well as a fully synthetic fabric such as this one). The fabric is pleated before it's made into garments, and designed to stay pleated after washing. It should need little or no ironing; if it needs pressing you'll need to use a fairly cool iron to avoid 'melting' or marking the fabric.
