Victim Compensation by criminals

Not sure if this is the right place to be asking this.
We were having a discussion in work as to who compensates victims of crime.

Example 1: Car is stolen and burnt out . 2 teens arrested and found guilty. Are they ever pursued for the money by the insurance company if one exists , or if one doesn't exist by the owner. Would they (or their parents) be made pay x amount a month from wages or SW until debt was repaid.

Example 2: Mugged for mobile phone , caught on CCTV . Guy arrested , found guilty but phone never recovered. Can guilty party be pursued for cost of replacement phone and an order made against them to pay x amount a month or compensation if they have funds.

Example 3: Young teenager caught damaging public property . Are the parents made to pay for damages or do the council simply repair the fence/streetlight etc...

Also are these ever followed up ? Guy ordered in court to pay compensation says hes on the dole cant afford it . Can an order be made to take this out of SW at source ?

No actual real life examples here , just curious as to whether there are financial penalties that can be applied to lower end criminals or those the tax payer bear this burden.

There is the Criminal Injuries Compensation Tribunal, which will cover out of pocket expenses but not personal injuries. http://www.justice.ie/en/JELR/Pages/Criminal_Injuries_Compensation_Scheme

It sometimes happens that people get prosecuted and they bring money to court by way of compensation for the victim, in the hope of getting a lesser sentence or maybe even avoiding conviction altogether.

The average villain with 20 previous isn't going to bother with that.

Generally, these guys are not made to pay. Generally, they have no assets and it's a case of throwing good money after bad in paying a solicitor to pursue them on your behalf.

On the other hand, if you catch a scumbag in your gaff and injure him, he can clam compo from you:mad: Remember the Tony Martin case in the UK, and the Dundalk case here.

This is kind of what the discussion we were having was about. A career criminal could get get caught stealing goods , goods are never recovered . He does his 6 months or 9 months which im sure in some cases is water off a ducks back and gets out with a few quid proceeds of crime waiting for him.
Seems crazy that the more hardened a criminal , the less financial penalties. Although maybe the thinking is , take everything off them and they'll commit more crime.

I believe no civil case proceeded in relation to Tony Martin, but have you a link to the Dundalk case you refer to?
