For the past six years I've been using a Dell XPS M1710 laptop. For the past year or so I've had graphics card problems - if put under any strain its RAM becomes corrupted so I have to remove it pop it in the oven and then replace, I've had this issue on two cards now - so it's time for a new machine. I'll be going back to a self built desktop.

I'll ultimately be spending around €1,000 - €1,200, but not all right away, so I'll probably try just having the basics first then build up.
Am I right in thinking HD 4000 would be a near equivalent of my current GPU, which is a GeForce Go 7950 GTX? If so then I can live with that for a few months (and play relatively simple games without it having a stroke) and then get a card when I am in a better position to pick one up.
The CPU will likely be an i5 3570k, so I'd mainly need advice on the motherboard and RAM to match (likely start with 8gb then jump up to 16, unless having 16 from the start would help with the on-board graphics?)

I have my old Cooler Master ATCS 200 mid-tower case, which I can use to begin with (may go with something a bit quieter later). I may have to replace the two front fans.

I also have a Hiper Type R 580w PSU which I bought maybe seven years ago. I bought it since it was supposed to be quiet, but it wasn't all that quiet in the end, so I'll likely replace that too. It saw maybe one years worth of use and has been sitting idle since. Can it be used for the time being, or is it not worth it?

I've also got a 17" LG LCD (4:3) VGA that I wouldn't mind using as a second monitor.

    1. What is your budget? [€1000-1200, €600-€700 for now]

    2. What will be the main purpose of the computer? [General gaming/programming/internet]

    3. Do you need a copy of Windows? [Yes]

    4. Can you use any parts from an old computer?
    Cooler Master ATCS 200 Mid-tower
    Hiper Type R 580w

    5. Do you need a monitor? [Yes]

5a. If yes, what size do you need. [22-24]

    6. Do you need any of these peripherals? [No. Have a PS/2 Keyboard]

    7. Are you willing to try overclocking? [Maybe, but probably unlikely]

    8. How can you pay? [CC]

    9. When are you purchasing? [Next week or two]

    Thanks for any help! :)
