council insurance

    hoping someone on here can help with..my mother who is 72 lives in a council property..some weeks ago a neighbour started a accidential fire in his adjoining garden .the fire spread to several gardens and sheds including my mother.she lost her entire fence and garden shed plus contents and had a lot of water/smoke damage to her garden..she has replaced the fence herself since..the council deny all responsibility ..can this be right?and should she contact the councils insurers?? any advice appreciated..m
