A friend ofmine was out in howth for a spin on sunday .he was in the waterside for some grub and came out to find someone had hit his car and scratched the bumper, wing and headlight?
he found a note on the window with the time, reg no and phone no but when he rang the number,it turns out that the lady who hit the car didnt stop and it was a third party that left the note on the windscreen.turned out he was very helpfull but my question is should my friend go to the guards with the reg no now?is there any way to find out who owns the car that hit him?

Edit but yeah go now do it both his insurance company and the gardai.
    Give the witness details.
