Cheapo ladies bike

My brother has asked me to advise him about a purchase of a cheap ladies bike and is looking at this Viking Westwood. As it doesn't have any carbon I have no experience to bring, all I can think off is since its single speed it may have less bits to fall off year 1. Would anyone have a comment or alternative bargain?
