Begging -following the letter of the law

    Precis of report: There was a sharp drop in begging from April 2011 after Gardai began implementing the Criminal Justice (Public Order) 2011 Act, which prohibited begging near ATMs and shops, but the High Court has ruled that Gardai have to establish that the person they stop begging does not have a licence under the Street and House to House Collection Act of 1962 – the law that governs charitable collections – and this has led to a number of begging convictions being struck out in the courts in recent weeks.
