New charges for using plastic card!!

Theres a new notice in a filling station in a rural Galway town. Erected at the petrol pumps. Any purchase of under 15euro using PLASTIC CARD PAYMENT there is an extra charge of 25cent & for getting Cash Back theres an extra charge of 1euro. Thats a bit hefty. Will it encourage business?
