wont Configure updates/reset

trying to fix a windows 8 64 bit. it wont configure updates it gets to 35 and fails. , tried running the fix still wont work. ran mailwarebytes and clean in the end tried hard reset and wont do that either it stopped at 0% fails to reset. what is wrong what can i do .
