Don't know if this is the right place to ask this or should I be in the Driving forum? If I bought a Horse/Donkey and cart and wanted to use it on the public road ,do I need tax a and insurance or licence? Not for business but just recreation.

I know a man that got put off the road for a year (drink driving) who rode a horse to town the same night, tide him to a lamp post outside the pub had a skin full and rode home.
He was a young lad at the time and I know drink driving is no laughing matter but that was funny at the time.
