    Is there a website similar to motorcheck which will give me the make and model of a German reg car,if I have the reg?

    In Germany reg number is not attached to the car.
    Meaning that when car changes owner, it also changes the reg plate.

    Not completely correct. In Germany a number plate depends on the Council it is registered in (i.e. council that owner lives in). If a car stays within the council the number plate usually stays the same even when it gets a new owner. Said that, for a small surcharge owners can choose their own number.

    But if a car moves from one council to another, then the number plate changes as the council will have another Numberplate code.

    HB => Bremen
    HH => Hamburg
    K => Cologne
    OS => Osnabrueck
    EL => Emsland
    etc...

    That's right.
    So there are cases when number plate stays the same, but in general car has several numberplates over it's life.
