Have the S3 with a music collection all over the place. What software can I use that will allow me to sort out my music in play lists etc on my pc then sync them over to my phone?

I use Google Music. It's only available in the UK, USA and some other European countries but not Ireland but it's still very easy to set up an account here and once you register an account you have it always. Several threads here on boards.ie will help you create an account.

All my music was on my computer and a bit of a mess. Missing artwork and some missing info. Installing Google Music on my laptop uploaded all my music (about 26GB) to the cloud. Google checks your songs and creates a copy on it's servers. It only has to upload songs it doesn't recognise which in my case was about 15-20% that had to be uploaded. This varies person to person depending on your library.

Once that's done your music is available on all your devices. I have it all available on my iPhone (no official iOS app but several good 3rd party apps exist) and the official Google Music app is very good and is optimised for tablets too. I'm in wifi areas at home and at work and it saves songs I listen to a lot to my device so when I'm traveling or in a poor signal area I can click show music on device and see all my favorite music. This is really useful as their is no point filling your phone with thousands of songs you never listen to. Instead over time you automatically have your favorites and most listened to.

Google Music also creates smart playlists based on what you listen to. You can also create a playlist based on a song. It's ok. Not fantastic but you can always create your own manual playlists or automatic playlists based on latest added, thumbs up, genre etc.

I'm using it a few months and I'd highly recommend it as it's free and easy to use once you create an account.
