Foreign company doing business in Ireland

    Hi lads,

Friend of mine has a company in the field of freight forwarding and is registered in Finland. He does animal air transport freight forwarding. The job does not involve transportation itself ,it's based on agency basis.Everything is outsourced. He has an office and that's basically all his assets. Some of his clients are from Dubai who wish to send their horses abroad/Middle East.
As the company is based in Finland, he pay the taxes there where he has also the permanent residence.
Occasionally he may be performing the job for clients using Dublin as airport of departure/arrival. This is not a permanent basis/he will have say 5 clients a year.
His question is: Can he legally operate/perform the business in Ireland if he's registered in Finland(EU country) and secondly are there any special requirements to do freight forwarding(no transportation to be done-he will use outsourcing firm for delivery to/from the airport).
    Thanks for help.

Of course he can. Finland are a member of the EU.

Not sure about the second part (freight forwarding) and of course customs etc are all things he should be aware of in this business. The only thing I would point out are the very stringent regulations with regard to the import/export of animals into and out of Ireland given we are an Island.

I would suggest he contacts the Dept. of Agriculture to see what he needs to comply with here.

That said, moving horses, especially racehorses by air is a seriously expensive and specialist area (insurance, welfare etc) so I would think he should know the above without asking for info from friends.....
