Girlfriend bought the 4s today from Three on Bill Pay. She's wondering if there's a way to turn off the 3g data, to save flexi units?

3G is just a speed and three have the option to disable 3G turned off cos they have no EDGE network

That doesn't save flexi units. You use them by calling or texting. Turning off 3G only stops you from using data.
