You can install things like this that are region locked using a different app market (not illegal, just not the play store). Apptoide is a good one, and I tried it and installed the above app which seems to work fine. It's essentially something similar to Google now is it not?

Do you know how to install it? I have downloaded the aptoid app and scanned the QR code but it doesn't bring me to to it on the app market.
When I search it I get no hits...

Ya, it was a bit convoluted for me.

    Go here: http://raziel23x.store.aptoide.com/app/market/com.nuance.balerion/10000300/2721421/Dragon%20%28Hands-Free%20Assistant%29

Click on the install button, then when it brings up the popup, scroll to the bottom, to the QR code there, scan it (I used QR barcode scanner), then clicked on the open in browser button, and then did a search in that window for dragon mobile assistant, which it then found. Quite a round about and annoying process, but it did eventually get there. I can't see the aptoide market replacing play store as default for me anytime soon, but handy to have it as backup for cases like this.

    Edit:
There also seems to be links to apk files in the last post of this xda thread for version 3, but I haven't installed them or downloaded from them, so handle with care obviously. http://forum.xda-developers.com/showthread.php?t=1953099&page=6
