    Anyone Know?

    EU law requires them to keep records for a minimum of 6 months and a maximum of 2 years, Its upto the ISP as to how long they choose to keep the data. Call them.

    Every ISP is required to keep logs of traffic not just UPC.

    That links to http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:32006L0024:EN:NOT which does not seem to include web browsing history, just a record of which subscriber was assigned which IP address.
    (2) concerning Internet access, Internet e-mail and Internet telephony:

    (i) the date and time of the log-in and log-off of the Internet access service, based on a certain time zone, together with the IP address, whether dynamic or static, allocated by the Internet access service provider to a communication, and the user ID of the subscriber or registered user;

    (ii) the date and time of the log-in and log-off of the Internet e-mail service or Internet telephony service, based on a certain time zone;
    Logging every single HTTP request for 500 million Europeans for two years would probably be technically infeasible anyway. I opened up the debugger and counted 55 HTTP requests just to load this thread's page.
