New taps not flowing smoothly

I had new taps installed recently in the the bath and bathroom sink, they have those flow straighteners on the end but the water is splashing all over the place when turned on, if i run my finger over the flow at the tap end it smooths out and flows like it should, any ideas why? I removed the end and made sure it was…

I removed the end and made sure it was clean etc. Also, the pressure isn't as good as the old taps, is there something in the design of new taps to save water?
