N24 Road Works at Monard and Limerick Junction

This morning I was travelling northwards on the N24 behind a truck (I think it would have been about a 10ton). We had just gone through the traffic lights when the truck struck 2 bollards, sending them skidding across the road. This happened just yards away from the entrance to a primary school.

The road as far as I can see has been narrowed to a ridiculous width, given that this is the main road to Waterford port and would have a lot of articulated lorries travelling on it. As it is with the bollards on the road even a truck does not have room to pass, let alone an articulated lorry.

At Limerick Junction the road has been narrowed to such an extent that anyone turning into the junction from either direction will bring traffic to a standstill.

I am just wondering why the road has been narrowed to this extent.
