I know the government funding the arts is a bigger debate but say after they decide to, should they prioritise provocative or scandalous works?

well I have this for a debate and am pro for it. When I say 'provocative' I mean artworks or productions, films etc that gets people condemning it like the Catholic Church or National Parents Council. Stuff like 'The passion of St.Tibulus' out of Father Ted.
