Hyperlink Problem in Office 2010

Hi I'm trying to link the "Table of Contents" to the chapter headings. Now I know how to create the links but when I click on them its taking me to the end of the previous page and not the actual link. I see there is an option to change the Target Frame, would this make a difference? Any suggestions? Thanks.
