is the train ticket can only buy at the beginning of the month?

You can buy a monthly train ticket any day of the month, but it stops working at the end of the month no matter what day you bought it. It's a calendar month rather than 30 days. So if you buy it today you will have 30 days, if you buy it on the 15th, you will have 15 days this month etc.

But you can buy a regular (one-day) single or return ticket any day.
