Make, model, year and engine would be helpful. Also can you give us the low idle figures.

    Sorry
    Its a 00 1.4 Golf ,
I don't have the NCt sheet on me at the moment, but it was only the high side that i failed on, the low side all passed,

It is most likely the engine itself that is the problem. Have seen loads of them fail like that. Engine rebuild is the only proper cure for it.

Oil guzzler, cat quite likely fecked too imo, fit for scrap tbh.

Still doesn't explain how after getting a new Cat 2 weeks ago and the garage emission testing it and saying it passed that it fails the NCT ,

If you reset the throttle body and adaptions on them and do an emissions test when the car isn't fully up to operating temperature then it very often passes. After 2 weeks of driving the adaptions are all over the place again plus the new cat is contaminated from the excessive oil in the exhaust. That's why it passed with the new cat but failed the retest.

A cat is not to blame for high HC readings, replacing the cat was not the way to go without addressing the oil burning.Unfortunately some mechanics aren't strong on diagnosing some issues.
Presumably the HC were high on the first fail too?

    Ye they where high,
TO be fair i don;t have a clue about car's i may aswell be looking into a hedge as an engine, that why its so fustraiing when i bring it to a garage and expect them to fix the problem as that is there job ? and i need up hearing things didnt need to b replaced,

Had the same problem years ago with an old Saxo.

Bought a bottle of Dipetane and put it in after filling up and rallied the car up and down a side road outside the NCT in Ballymun before heading in - it passed so saved a trip to the garage.

................and i need up hearing things didnt need to b replaced,

Your old cat possibly did need to be replaced, however replacing it while the car is still guzzling oil wasn't wise imo.

Do keep in mind we can only offer opinion on here, don't teat it as gospel.
