    Skerries Co Dublin, it's always sunny in Skerries :D

    You might want to narrow it down a bit I'd say every costal town in the world has some sort of dinghy sailing just pick where you want to go and email the local sailing club.

    In terms of tuition, this is the top place in Europe.

    It's pricey but worth it for the fleet and the organisation. Our sailing club have gone a good few times - let me know if you have any questions.
