    Skerries Co Dublin, it's always sunny in Skerries :D

    You might want to narrow it down a bit I'd say every costal town in the world has some sort of dinghy sailing just pick where you want to go and email the local sailing club.

    In terms of tuition, this is the top place in Europe.
