VRT on 2009 Alfa Romeo 159 Lusso 16v Jtdm Turbo diesel

I have been interested in buying one of these with a while and one has come up 'across the pond' that has caught my eye so done the Vrt thing and this is what it came up with :
Mileage 51,000
Current OMSP €15694
Rate of VRT 27%
Vrt Payable €4237

So there im thinking that expensive and i remember that i done an enquiry about last November and i wrote down the details which is as follows - car is a year newer now remember :
Mileage 55,000
Current OMSP €16620
Rate of VRT 24%
Vrt Payable €3988

I cant belive this the car is a year older and the Vrt is actually more !!!
Did the rates go up in the last budget or what ?And if it is should the VRT be not calculated at the persentage rate back in 2009 ? the car is not new so it shouldnt be charged at the new rate ? Even so the OMSP is only down a grand give or take ... i see two of the same Alfa's on Done deal for €12500 , and one of them is sold .
But this is absolutly sicking i feel like the Government is like some Eastern corrupt institution . I know i can appeal it but just the hassle etc ....
