I don't know where the Martello Tower is, but you can get to the beach at Sutton one of two ways. You can walk there from the beach at Howth, if the tide is out. Or you are driving/walking from Sutton Village to Howth, turn left just past the Offington Manor Apts, go over the railway bridge and turn left onto Barrow Road. There is a pedestrian walkway to Charlemont Beach/Sutton Strand on your right. You can probably get to the beach via Sutton Golf Club too, but I think that the grounds of the golf club are private.

There are two Martello towers at different beaches.

Yes, beaches at pretty much both towers: Red Rock beach in Sutton is not quite right beside the tower but 3-ish mins walk SE beyond the Martello which is at the end of Strand Road, Sutton and Balscadden Beach at the end of Howth Harbour below the Martello as per Victor's 2nd link.

The beach at Sutton which ProudDub refers to is locally called the Burrow Beach and has a few access points. As he mentions you can go around Sutton Golf Club from Sutton DART station or back from Howth DART at low/mid tide. The other 3 access points are along the Burrow Road: one just after Sutton Golf Club which is marked as private unless you are local/kite surfer, then the other 2 are a few hundred yards further along and quite obvious.
