Wouldn't think so, best to stick with a normal drop-bar road bike. You'll need to get your body down in a much more aerodynamic position than is typically achievable with a flat-bar road-bike. If you can't afford a full-on triathlon bike, you can buy some clip-on aero bars to go onto the handlebars on a normal roadbike, and adjust the saddle position accordingly.

I'm planning my first tri and I'm getting a road bike, I have seen a good few people use flat bars, no prob using a flat bar if you are just doing one or two tri's this season to see if you like it. If you get the bug you can invest in a proper bike after your first few races. I know I'm going to get the bug, that's why I'm buying first!
