depends on the complexity of the building.

Compilation of Fire Safety Certificates is part of building regulation compliance, so anyone with experience in the technical aspect of building regulations should be able to compile basic FSC's. This would be most Architects/ Technicians / Engineers.

Most Buildings will be covered by TGD B and / or certain British standards.

The most complex buildings may require compliance to be shown by methods beyond the Technical Guidance documents and / or the British Standards. For these buildings you need specialist Fire Engineer imput.

At a base point, theres no restriction on anyone compiling the report. However, ability and competence are quickly tested and unacceptable reports will be invalidated by Fire Officers.
