    What's a 'residents permit'?

If you're asking if someone can get insurance cover to drive a vehicle simply because he lives in a particular apartment complex or housing estate, the answer is 'no', they will need to be named on the policy to be sure that they are covered. Open driving whereby anyone can drive a specific car under that car's policy provided they have a full licence and are aged between 25 and 70 is only supposed to be for occasional use. If a person needs to drive the car on a reasonably frequent basis, they need to be named on the policy.

A resident's permit is a piece of paper or a notional permission to the resident of a specific apartment to park in a specific parking bay, it doesn't necessarily refer to a specific person, can you be more precise please?

I added more to my original answer, please refresh your browser and take a look.

So basically I rent a one bed roomed apartment and am a named driver on one of my parents cars.
You need a permit to park on the street where I rent. My own car has gone belly up and going to purchase a new one in the next three months. The car is registered obviously in the parents name so I can't take my own insurance. I need a car for work and their pushing me to get it sorted quickly as possible.

I'm obviously looking at a cheap fix from bangernomics as well but don't want to spend a grand on it when I will have money for a decent car in round two months

I don't know where you're refering to, but in Cork city the car needs to be registered in your name in the area in which you require the permit.
They also require proof of where you reside i.e. rent book, utility bill etc..

The car doesnt need to be in your name for any Council street permits. As with Company cars you need a letter from the owner / company stating you have 'habitual use' of the vehicle, so once you can show youre insured on it, thatll be fine.

So for the OP, a letter from the parents as owner of the car will be fine. Dont take any guff from the management company or Council about it, you're entitled to have the car you use every day at your place of residence, its none of their business that you dont own it outright. Most peoples bloody cars belong to the bank anyway.

Because the car is registered at an address in a different county, so is the insurance and will they not see it as "fronting" which I couldn't give a toss about
