If I buy a phone off someone and they say it's an unwanted upgrade and its unlocked to all networks can I put my pay as you go simcard into that phone and is it possible the original network of the phone can shut down the phone

Not if it's really unlocked, your SIM should work.
Best try it immediately when you get the phone and don't pay until you see it working.

If you got the phone as part of the contract they probably blocked the phone for not paying the bill.

    No is not the same.

Unlock: Phone lock to O2 you will need to unlock it to be able to use with another operator Vodafone, meteor, etc

Barred: In your case your phone is barred by IEMI, none of the sim's from other networks O2, Vodafone, Meteor will work on it. Not sure about SIm's from netowrks like 48, Lyca, etc but probably will also be barred

The barring is only within the country, so it will work with networks in another country

A word of advice to all and any who may be contemplating switching Mobile Service Providers. Get your mobile phone unlocked BEFORE you leave the present operator. If you leave it till you switch your current provider will break your heart. They will do anything and use any excuse to avoid unlocking your Mobile. I have an issue with VODAFONE and its in its Fourth Week now. They are just trying to piss me off, so that I will walk away. But that wont happen. If they don't do the decent thing I will pursue them to the courts. I have been with VODAFONE since the entered the Irish market. I have always been a pay as you go customer, therefore there is NO issue of outstanding money. They are just bad losers.
