Can he go to the Gardai?

    There is a fella in our town, who for some reason has it out for my father. It all started about five years ago. Dad was at the chipper one night and your man started on him, bit him and hit him. Nothing happened for the last while but in the last year he started at it again. shouting abuse at him in the street, he sent a cousin of his girlfriend up to my grandads to threaten my dad. Dad punched this fella but he got the better of him. today dad was out walking the dog and this guy came out his door as dad was passing and told him he was going to get him and gave my dad abuse about losing his job. My father never asked for any of this and for the most part has ignored it. after today he was upset. he went off to his hometown and spent the day drinking and he is very down.he feels he has to watch his back now all the time.
    My question is can he go to the gardai.? can the gardai do anything or do they have to wait till he actually jumps my father. can they do anything when the abuse is only threats and verbal insults. ?
