Brakes question

    A friend of mine has a '02 Lexus LS430, running about 230,000 miles on the clock.
    A couple of weeks ago he got his brake pads replaced at a local indy garage.
    I have since driven his car, and although he appears to be happy with it, I would not be 100% satisfied if it was my car.
    While the brakes do work in slowing the car down and stopping, even doing an emergency stop and getting the ABS to activate; if when the car is stopped and pressure is applied to the brake pedal, the pedal will slowly travel to the floor.
    If no extra pressure is added to the brake pedal after stopping (just holding pressure) the pedal does not move, only if extra pressure is added to the pedal.
    Also, if pressure is applied to the brake pedal and then the engine is started, the pedal will again travel to the floor.
    He's been back to the garage and the guy there says ''New pads, old discs, they have to bed in''. While I would expect that to occur, I would not expect the brake pedal to hit the floor while doing it.
    Any ideas?

    A second opinion for starters. I wouldn't take a chance with the brakes but it sounds like the car needs a full brake service and not just a set of pads. These things can happen on a car with that mileage.

    Sounds like the master cylinder needs attention ? The rubber in there could be perished after 230,000 miles. If the pedal goes to the floor when constant pressure is applied then the fluid is leaking past the rubber O rings. In the NCT they test the instantaneous action and in an emergency that's the action you want but still I would be happier if everything was working to spec.

    I would definitely have them checked if it were my car. The "bedding in" theory doesn't sound right to me and I'm not a mechanic.
