    There is severe restrictions on their government as to funnelling funds which might then them laundered to later secret croups operation in foreign countries.

    Iran stands accused to operating groups in other countries which might have an agenda which comes from Tehran itself.
    It comes as no surprise then that an actual electronic trail which could be traced back to the countries capital might be tried to be avoided, as much as possible.

    Another question arises - which bank was possibly willing to bend international rules/embargo's in order to see that the cheque was cashed!
    That bank could now be seriously be in trouble and/or be further investigated.

    Well it will come as no surprise to know that the cheque was issued by Venezuelan bank (one of Iran's few allies). I doubt Hugo Chavez knows what his bankers are up to while he's battling cancer in Cuba.
