I've seen a lot of publicity for the Quooker boiling water taps for kitchens and I was wondering if there is anything like that for bathroom basins (i.e. a hot water reservoir, not boiling) ? We have to run our tap for ages to get hot water for hand-washing, its such a waste.

Is your cyclinder far away from your basin? Badly designed pipework may have alot to do with it. In my own house when I moved in it took 20-30 seconds for hot water. Being a plumber myself I re routed a few pipes. I have hot water in 4-5 seconds now

You can use an undersink water heater kept in a bathroom vanity unit but nearly all if not all of them depend on mains water to open them.
