Anyone know if Spotify is regional based? i.e. if i keep subscribed with my Irish account, will i still be able to use it Australia?

Also, anyone know if, with downloaded songs, is there a limit to how long you can be offline? Say i download a ton of songs, but then don't have a network connection for a few weeks. Does Spotify need to check on a regular basis? Just want to make sure i can keep listening to my downloaded albums, until i get a sim/data connection.
