Looking for some advice please, new neighbours have just moved in and trying to help them get sorted. The house has been empty for 3 years, the electric was switched on yesterday so we got the heating fired up.It is a baxi system boiler and pressure is reading 1.4 bar and all the rads heat up bar 3 downstairs. We bled the ones not working but no air just water came out. When the boiler is running it sounds like loads of bubbling.Any advice appreciated.

I would advise that you get a proper service done on the boiler as you don't really know what condition it's in. Especially as I assume it's Gas being a Baxi. Especially with recent deaths due to Carbon monoxide poisoning.

It's also possible that you have a blockage due to the system being off for so long.
However this might help in the short-term.
I'd increase the water pressure in to boiler to above 1.5 Bar as 1.5 bar is the minimum some boilers will work. 1.6 or 7 Bar should be fine.
Then off the upstairs rads and force the heat down stairs and bleed again.
If you also close any downstairs rads that are heating while you force the heat around. When you get heat everywhere you will then need to balance the system.

I should have also said, if there is any Thermostatic Valves on any of the Rads it's almost guaranteed that these are seizes and will need the plungers serviced.

Do not give advice about gas boilers unless you know what you are talking about! No boiler on the market requires pressures above 1.5bar to fire. They normally require 0.5bar. Some PRV's are 2.5 bar and setting to 1.7bar could lift the PRV when the system gets hot.
    Regarding advice, first checknthat both
sides of the rads are actually turned on. if they are, then turn all the rads that are heating off and turn the hw cylinder coil off. If they heat, balance the system. If not, probably a blockage or circulation issue such as a weak pump.
