Poor attic insulation, take it up?

I've just moved into a 1950's house, and the attic insulation that is already there is patchy at best, some places are fine, but others it's non-existant or rolled up.

Would I be best to take up what's there already and start again from scratch. Or should I just add in the new insulation on top of what's there?

Taking up is the best bet but VERY messy and horrible work. You can just go over it no problem

Flaring out old insulation and just lay new stuff over it as if the old insulation wasn't there.
