    300 meters of lane

Does one have to sow new hedge first?

one can do it whichever way one wants. you will have to notify your teagasc advisor (if you use one) if your in reps anyway. Handier to remove the hedge first and then fence and plant as it gives the man on the machine a bit more play area.

remember my reps man saying hedging must be planted before hand, there were fairly steep penalties,

in my case we were planning taking out a ditch and making a roadway , still not done however

You are not permitted to remove hedgerow under REPS if you breach this you will receive a 100% penalty. If you apply for a derogation through your REPS planner you may be permitted to remove very small areas of hedgerow, for example around a yard if your building a new shed for nutrient management issues. Generally they are turned down.In your circumstance it would seem unlikely.

Under Cross compliance regulations farmers may remove the hedge provided, they have a new hedge planted of equal lenght to the lenght of the existing hedge, before they commence removal of the existing hedge. Also the new hedgerow must be planted within the same block of land that the hedgerow is removed if its planted on a separate land block/outfarm that is not acceptable.

Stick to your planners/advisors advice he is looking after your best interests.
