Ownership of ransom strips

    Hi

    Does anyone know who owns ransom strips and common areas in estates when they have been taken in charge?

    My guidance from Meath CoCo is that even though the have take an estate in charge they do not "take any transfer of property ownership" in the process. This is backed up by the land registry which still shows the land registered to the builder.

    In essence whom would one need to seek permission from in order to get a right of way through/over the ransom strip into an adjoining property?
