Need help understanding card charges

I'm crap at maths and I don't get what this actually means. Does that mean if I withdraw €100 then I get charged €3.50 for doing so? And if that's all the information on the bank's website, does that mean there's no charge for using the ATM within the eurozone?

The following charges will apply when using the Visa Debit Card.

When paying for goods or services outside the eurozone – 1.75% of the euro value of the transaction (min €0.46 max €11.43).
ATM transactions outside the EU will be charged 3.5% of the euro value (min €3.17 – max €11.43).
All non Euro withdrawals will be charged 3.5% of the euro value (min €3.17 – max €11.43).
