Question is in the title could an A319 land on a runway thats 30m wide. Legenth would not be an major issue.

Yes, but probably with certain extra restrictions attached for contaminated runways etc. Ryanair operate to Memmingen (FMM) which I believe has a 30 metre wide runway.
