Seatbelts not retracting, 1 with zero tension at all

The other halves 04 Civic has a very slowly retracting drivers seatbelt, and the rear passenger side belt won't retract at all. Zero tension on it, it's just hanging loose. The others are fine. Any way of sorting this? (Both are clean, I've already read up on that and done that). Thanks
