    Frost (glue and glitter pics).
Winter clothes - wellies, coats, scarves, hats pics to colour,
Ask them to bring their wellies in, put paint on a pad of kitchen paper in a tray and have a long strip of paper (a few large sheets sellotaped together) then they take turns to stand carefully on the paint then walk on the paper so you get 'footprints in the snow'.
Feed the birds - put together a feeder and hang outside the window. Colour pictures of common birds (blackbirds, bluetits, robin)

Two-year olds are so young, its tricky - they have a habit of putting things in their mouths, ears, noses etc. I found stuff on Google, you could Google 'crafts for toddlers' yourself, but some of it might not be suitable for your tots.
